There are many unknown planets, which take up most of the universe, they aren't really "unknown", but that term is pretty much referring to how they haven't been discovered by the UU, but the amount of planets that are "known" by the UU is at least upwards of 50 million. These planets are scattered around the universe.
Unknown planets are protected by the Galactic Law, meaning if you land on them, you cannot destroy them unless you claim the land through a Galactic land contract signed by whoever wants the land and also one of the members of the UU council.
