the UU stands for united universe, and it has around 40 planets. The UU's purpose is for a secure galaxy, but the UU convention doesn't let the UU attack any planets that don't follow the galactic law. they also can't help any planets not in the UU. this is the reason the V left the UU, to help Quad 1

the UU isn’t actually in the entire classic verse universe, it is only operating around the 40 planets in the UU so only about three galaxies have the UU in them.
