S.I.N.I.S.T.E.R. is a large organization on earth that works in the shadows secretly keeping people in check, S.I.N.I.S.T.E.R. stands for Strategic Initiative for Neutralizing Insurgents Seizing Targets and Eradicating Rumors. They are organized in 8 levels with level 8 being highest. The organization is led by the mysterious Dr. M and they are also responsible for suggesting that heroes should be controlled. They also helped out in making weapons that could stop an alien invasion after the events of the zipins coming to earth.
