In an act of desperation, Mr. Hair ordered for large glass domes to be built over the remaining cities as soon as possible. Earth 2 is in a different galaxy, very close to the Milky Way.
The cities of Earth 2 have laws that ban Instavine anyone from getting Instavine and bringing it inside the dome, and anyone that tries to break the dome that the cities are in will go to jail.
The I.C.C (Instavine Containment Control) stops all instavine from leaving Earth 2.
