H.U.P. is an organization made by Mr. Hair. It was made to protect Earth's core so that nobody blows it up or damages it. They have many observation stations set 5000 feet below Earth's surface that check for seismic waves in the ground.
H.U.P. stands for Hair's Underground (bomb) Prevention.
